A bipartisan group of lawmakers from the House and Senate wants Congress to set up a blue ribbon commission to study artificial intelligence, with an eye to developing regulations or government oversight of the technology.

The push is led by Rep. Ted Lieu — a California Democrat who boasts an undergraduate degree in computer science — as well as Reps. Ted Buck, R-Colo., and Anna Eschoo, D-Calif. Sen. Brian Schatz, D-Hawaii, plans to introduce a companion bill in the Senate.

A bipartisan group of lawmakers are backing creating a federal commission to develop a strategy for regulating artificial intelligence, the latest addition to a growing crop of legislative proposals tackling new AI tools like ChatGPT.

Reps. Ted Lieu (D-Calif.) and Ken Buck (R-Colo.) on Tuesday are introducing a bill that would require Congress and the White House to appoint 20 people across government, industry, civil society and the computer science field to an AI commission.

A bipartisan House bill introduced Tuesday would create a commission to review, recommend and establish regulations for artificial intelligence (AI) technology. 

The 20-member commission would be made up of 10 members appointed by each party and tasked with reviewing the government’s current approach to AI oversight, recommending new structures to put in place, and establishing a risk-based approach to regulating the industry.

Lieu (D-Los Angeles County) and Senator Bob Menendez (D-NJ), Chairman of the Senate Foreign Relations Committee, were joined by 50 of their House colleagues, 19 of their Senate colleagues, and 15 leading refugee advocacy organizations in introducing a resolution reaffirming the United States' commitment to promote the welfare of refugees and displaced persons worldwide – including children – as they flee conflict, persecution, and torture.

WASHINGTON - Today, Congressman Ted W. Lieu (D-Los Angeles County) issued the following statement commemorating Juneteenth. President Joe Biden signed the Juneteenth National Independence Day Act into law in 2021, making the day a federal holiday. Juneteenth marks the anniversary of the emancipation of the last enslaved Black Americans in the United States.

WASHINGTON – This week, Representatives Ted W. Lieu (D-Los Angeles County) and Chrissy Houlahan (D-PA) urged the President to provide Ukraine with advanced drones to support its fight against Russia. In a letter, the Air Force veterans highlighted how these weapons systems would help Ukraine gain a competitive advantage on the battlefield. Previously, Reps. Lieu and Houlahan had urged the Administration to provide air assets such as A-10s and F-16s to the Ukrainian military, which the United States has since committed to doing.

Lieu (D-Los Angeles County) led a bipartisan group of Members in reintroducing the Russia is a State Sponsor of Terrorism Act, bipartisan legislation to officially deem Russia a state sponsor of terrorism. The bill, co-led by Representatives Steve Cohen (D-TN), Joe Wilson (R-SC), Jared Golden (D-ME), Ken Buck (R-CO) and Sheila Cherfilus-McCormick (D-FL), outlines Russia’s repeated support for non-state terrorist groups prior to and during the Ukraine conflict.

On May 16, a Senate subcommittee held its first congressional hearing on artificial intelligence. While the tech industry touts AI's many benefits - personalized learning, content creation, scientific discovery - the technology's risks have also come into focus: disinformation, job loss, and, some experts warn, AI could be an existential threat to humanity. Now Congress is paying attention. But the question of how, or even if the government is capable of putting guardrails around such a fast-moving technology, is unclear.
