Project Description and Explanation: This project will improve wastewater flow in the City of Rolling Hills and mitigate the risks of landslides. A portion of the city is within the Flying Triangle landslide area where unique topography and excess soil moisture increase the threat of catastrophic landslides. By constructing new sewer mainlines, this project will prevent discharge that would otherwise contribute to soil moisture worsening the landslide risks in the community. The new sewer main line along Portuguese Bend Road will move wastewater to the Los Angeles County Carson treatment facility and out of harm’s way.

Project Description and Explanation: This project will mitigate the harms of excess stormwater from Culver City within the Marina del Rey Watershed. By creating effective stormwater diversion infrastructure, Culver City will be able to alleviate flooding, improve water quality and address runoff within and around the community. The project will also serve to enhance safety for pedestrians, motorists, and cyclists by installing raised medians, repaving portions of damaged concrete, and reconstructing pedestrian ramps for individuals with disabilities.

Project Description and Explanation: This project will increase the City’s local drinking water supply by constructing two new groundwater production wells within the La Brea Subarea of the Central Basin in Beverly Hills’ La Cienega Park. This is critical given that the Colorado River, which is currently a major source of drinking water for California, faces reduced supply from drought and excessive demand. This local water infrastructure project will help improve the City of Beverly Hills’ long-term water resilience.

Project Name: El Segundo Emergency Operations Center Project

Project Description and Explanation: This project will improve emergency and disaster preparedness efforts in the City of El Segundo. By upgrading the City’s Emergency Operations Center (EOC) with new technology and equipment, the City will be better equipped to respond to local emergencies and disasters – such as hazardous material incidents, earthquakes, fires, severe weather events, and more. The 2021 sewage spill at the Hyperion Water Reclamation Plant was an emergency that resulted in major consequences for nearby neighborhoods and communities. The upgrades to the EOC will increase the City’s capacity to promptly notify the proper officials and clearly communicate to residents key safety plans following any future emergency.

Improving communication among law enforcement officials and first responders will ensure that Hermosa Beach remains a wonderful place to live, work and play.

Project Description and Explanation: This project will fund the acquisition of a laser to create a state-of-the-art testbed that will allow UCLA to rapidly develop, validate, and refine trapped atom qubits. Qubits are the quantum bits that power quantum computers. At present, one of the most pressing goals in the field is to understand which qubit is the best choice for building a quantum computer. This project would create a lab populated with these flexible laser systems that can be shared amongst UCLA researchers and affiliated collaborators in industry and academia from across the region.

Project Description and Explanation: This project will divert stormwater from three county storm drains in the downtown area of Lomita to an infiltration gallery and a series of drywells, which will help prevent stormwater pollution. Stormwater is water from rain that does not soak into the ground and can collect and carry pollutants as it flows. If the water is not drained properly, it can damage property and leak into local waterways and the ocean. The project also includes bioretention areas, pervious pavement, drought-tolerant native plants, shade trees, benches, and a bike lane along Lomita Boulevard.

Project Name: Redondo Beach Marina Dock System Replacement

Project Description and Explanation: This project will help preserve the functionality of the Marina and enhance the local economy by replacing the docks, pile supports, gangways, and entry gates. The Redondo Beach Marina is an integral part of Redondo Beach’s waterfront landscape and plays a vital cultural and economic role for the community, serving as a hub for commercial and recreational boating. The Marina, which is situated along the International Boardwalk in King Harbor, is comprised of 60 slips that the city owns and leases to commercial and privately-owned vessels. This area has been identified as needing revitalization due to both the anticipated impacts of sea level rise and existing structural deficiencies induced by time and environmental factors. The improvements will also contribute to the overall commercial viability of the International Boardwalk, a commercial hub built around the Marina.

Project Name: Columbia Park Water Conservation Project

Project Description and Explanation: This project will remove existing grass turf sports fields and irrigation systems and construct environmentally-friendly artificial turf sports fields at Columbia Park. This is the largest park in Torrance, and it draws hundreds of youth sports and outdoor recreation users from the entire South Bay and neighboring cities in the region. Maintaining fields with intensive irrigation needs, grass growth cycles, and heavy use is not cost-effective or sustainable. High-quality artificial turf is a low-maintenance alternative that is better for the environment as it requires almost no watering, no use of harsh chemicals like pesticides, and no air-polluting equipment such as lawnmowers. The new synthetic turf will save valuable water resources and allow for year-round use.

Project Name: Santa Monica Affordable Housing Rehab Project

Project Description and Explanation: This project will ensure the viability of low-income housing in the Pico Neighborhood community of Santa Monica by rehabilitating a residential building. Pico is one of the most economically and racially diverse neighborhoods in the community. This rehabilitation project will replace all the major building systems, such as roofing, plumbing, electrical, heating, ventilation, windows, cabinetry, and flooring. The project will also improve resident safety by removing lead and asbestos materials, as well as improving accessibility of public and private spaces for individuals with disabilities. This project will align with the City’s Climate Action Adaptation Plan and will decarbonize an existing building and create an all-electric, highly environmentally sustainable building that will promote wellness and wellbeing for the residents. The building will create a new, large community garden, as well as provide solar panels and electric cooking and heating.

The bathrooms in the Venice Beach area are in dire need of restoration both to ensure basic functionality and security. This renovation project will improve sanitation for the community and its visitors.

Project Description and Explanation: This project will enable the California Abilities Network (ICAN) to open a new facility called the ICAN Workforce Training Center in the South Bay area to assist the growing number of individuals with intellectual or developmental disabilities—many of whom come from low-to moderate income backgrounds. ICAN’s mission is to empower people with disabilities to discover and achieve their own “I CAN” statement. ICAN has a five-year waiting list and, as such, cannot currently meet the current community need for services. The construction of the ICAN Workforce Training Center will benefit the community by supporting the economic mobility of adults living with disabilities.

Project Name: Cloverfield Services Center Interim Housing Program Renovations

Project Description and Explanation: This project will fund renovations to two interim housing programs in Santa Monica run by the People Concern. The Cloverfield Services Center, which houses the programs, helps individuals who are traditionally hard-to-reach and sometimes apprehensive about receiving care gain access to: shelter, income assistance, workforce development services, and affordable housing placement services. More than 90 percent of the clients served at Cloverfield Services Center live with mental illness or co-occurring disorders and approximately 50 percent are struggling to overcome addiction to alcohol and drugs. The ultimate goal of this project is to better enable the Cloverfield Services Center to find permanent housing for our community's most vulnerable individuals and help them maintain an independent and healthy lifestyle.
