CONGRESSMAN LIEU STATEMENT ON HOUSE PASSAGE OF THE 2017 NDAA

Washington – Today, Congressman Ted W. Lieu (D | Los Angeles County), who co-introduced H.R. 5181, the Countering Foreign Propaganda and Disinformation Act of 2016, issued the following statement in response to the passage of the conference report to S. 2943, the National Defense Authorization Act (NDAA) for Fiscal Year 2017, by the House of Representatives. The Countering Foreign Propaganda and Disinformation Act of 2016, incorporated into the NDAA, establishes a Global Engagement Center within the U.S. Department of State to lead the effort to recognize, understand, expose and counter foreign state and non-state propaganda and information efforts aimed at undermining United States national security interests.
“I am pleased that the 2017 defense authorization bill incorporated my legislation to develop a comprehensive U.S. strategy to counter foreign disinformation campaigns. The recent U.S. elections demonstrated the far-reaching capabilities of a Russian propaganda campaign, which devoted significant resources to spreading false and damaging news to influence American voters. As Russia continues to spew its disinformation and false narratives, they undermine the United States and our values at home and abroad, breeding instability across eastern Europe and clamping down on democratic institutions.”
